NBCE EXECUTIVE COMMITTEE RESPONDS TO DYNAMIC CHIROPRACTIC

Make no mistake about it, there is a great deal at stake in the National Board of Chiropractic Examiners (NBCE) elections.

With the same rhetoric and finger pointing, the NBCE has been besieged with threats and verbal assaults for the past six years. The latest appears in the April 10 ChiroWeb postings that include several accusations about controlling the vote, etc. These must be addressed.

First, the suggestion is made that the NBCE Board seeks to control the state representatives and subsequently control the vote Let us all be reminded that state statutes govern the process for placing a person on the state chiropractic boards; those state board members then designate their own delegates. There is nothing improper or underhanded about this process. Moreover, the NBCE never has or ever will seek to control this processÑit follows the democratic procedure, which we believe should be allowed to flow freely, with each state remaining independent and with no outside influence.

There is no "good old boy's club;" this statement is being used to create an illusion of impropriety. Beginning with the year 2000 elections, there have been 11 new members elected/appointed to the board of directors; of these three have been district directors (Drs. Murphree, Temple and Scott) and three have been created by the rotation of FCLB-appointed directors (Drs. Cole, Weathersby and Smith). The 11 new directors are:

Dr. Peter Ferguson elected as At-Large Director
Dr. Rick Murphree elected as District V Director
Dr. Vern Temple elected as District III Director
Dr. Rick Cole appointed by FCLB as their NBCE representative
Dr. Ken Padgett elected as At-Large Director
Dr. Julia McDaniel elected as At-Large Director
Dr. Donna Craft elected as At-Large Director
Dr. Ed Weathersby appointed by FCLB as their NBCE representative
Dr. Oliver "Bud" Smith appointed by FCLB as their NBCE representative\ Dr. Frank Lizzio elected at At-Large Director
Dr. Ted Scott elected as District IV Director

Note that only two directors (Dr. Frank Hideg and Dr. Jerry Blanchard) currently on the NBCE board in 2006 were on the board prior to year 2000.

District Directors have always been term limited in that he or she must have been appointed as a member of the state board within the preceding three years. Without this designation, it is not possible to be re-elected to a district director position. In any event, the Board of Directors did adopt and will present to the Portland delegates a resolution that will further limit terms to nine consecutive years.

Please be reminded that the NBCE is a not-for-profit organization but not a membership organization (like the FCLB). Therefore, states that choose to accept or require NBCE exams may participate in certain aspects of the governance of the NBCE. This fact was clearly spelled out many years ago in the original Articles of Incorporation. Hopefully, this will clarify the difference between the NBCE and the FCLB (who would naturally have a more direct input from their membership).

Secondly, the suggestion is made that the NBCE Board has sought to capture naive votes. Petersen, publisher of Dynamic Chiropractic, claims that this technique allows "the good old boys" to take an incoming state delegate under his or her wing for brainwashing. Once again, this innuendo fails to cite a single instance of reality. Moreover, the claim avoids the recognition of the district director election process and the history of the NBCE.

Last and most egregiously is the claim of NBCE "payola." Once again, no examples are cited. Certainly, all board members are asked and expected to contribute recommendations for test committee members. However, regarding Part IV test committees and participants in the practical exam administration, these decisions lie exclusively with state board administrators and presidents. To imply that any member of a state chiropractic licensing board is guilty of taking "payola" from the NBCE is outrageous and completely unsubstantiated by fact.

The NBCE has attained unparalleled respect for the security and excellence of our exams. We are very proud that it is still, after 40 years, financially sound and fully able to complete our mission. This strong foundation was not built by charlatans and good old boys; it was built by the positive actions and directions of a board of directors who review operations on a regular and frequent basis and who require an independent audit that has been clean for many, many years. The fact that we have a 40+ year history of quality service and exams without a successful legal challenge has elevated the perception of the chiropractic profession in the eyes of everyone.
