I have known and respected Dr. McAndrews and his wisdom for many years. He also has vast experience in the insurance field (advisor in organizing ICA malpractice program from its inception).
Considering his background, he possesses unparalleled qualifications for this position. Dr. McAndrews has a long record of active participation in addressing controversial issues which required great courage to be successful. This gentleman possesses the vision and wisdom essential in this position to assure that the doctors in the field are represented by someone who has their best interests in mind. In a difficult time of malpractice regulation and abuse, the chiropractic profession must have knowledgeable, rational, decisive, politically aware, practical-minded leadership. How fortunate to have such a person already groomed for the position. Steve has already served four years on the board of NCMIC. My reasons for supporting Dr. Steve Owens to this task follow:
First, Steve Owens is a practitioner of chiropractic and is aware of the everyday challenges of practice. He has practiced in Connecticut for over thirty years, with five offices of ambulatory back care. This makes him sensitive to the interactions of patients and doctor in the clinical setting.
Second, Steve has served this profession in a political role as president of the American Chiropractic Association in 1975 and president of the Connecticut Chiropractic Association. From these vantage points, Steve has been involved with the education, licensing, and regulation of chiropractic practice.
As chairman of the Board of Trustees at the National College of Chiropractic, Steve has further served his profession by directing the scope and depth of education for future chiropractors. Not only has he structured chiropractic education, he has participated in it by attaining his Diplomate of the American Board of Chiropractic Orthopedics.
In the era of Jimmy Carter's presidency, Health Systems Agencies were created to establish certificates of need for the building of hospitals, placement of diagnostic equipment, and facilities for health care delivery. Steve Owens was the only chiropractor in the United States to serve as president of a Health Systems Agency.
I have known Steve Owens for over twenty-five years. His integrity has been shown by his ability to study and tackle difficult situations and do what is best for the profession, even when one's own close acquaintances are affected. He is honest, talented, knowledgeable, intelligent, and our profession is fortunate to have him available and willing to serve in this most important capacity of regulating the malpractice coverage for our profession.

Last year the board of directors of NCMIC was turned back over to the policyholders with a strong message to address the needs of the policyholders and to limit the overabundant expenditures that were taking place. Dr. Steve owens was one of the sitting members of the board of directors that supported this change. His experience and his ability to listen and respond to the member policyholders concerns make him a valuable member of the NCMIC board of directors. It is for this reason that as this election progresses that I ask for your complete support of Dr. Owens so that the growth and strong leadership can continue.

Many relevant diagnostic signs are not performed deliberately by the examiner or by the patient at the examiner’s direction. They are observed as the patient reacts to their condition. Fortin’s finger sign, Minor’s sign, and Vanzetti’s sign are three examples of this principle.
On Feb. 1, 2024, two more legislators – John R. Carter (R-Texas) and Robert “Bob” Good (R-Va.) – co-sponsored the Chiropractic Medicare Coverage Modernization Act of 2023, bringing the co-sponsor total to 155, two more than the total achieved over the entire two-year congressional cycle in which identical legislation last appeared (2021-22).
While working at the Lovelace Medical Center in Albuquerque, N.M., one of the primary care physicians stated that imaging every patient prior to receiving chiropractic was not medically necessary. It was at that point I reconsidered the need for the imaging of every patient to avoid malpractice.
